When payroll staff are unavailable. This is how payroll processing remains covered.

Current processing status, appropriate access, and a practical handover test: How companies prepare their payroll processes for sickness and vacation.

The responsible employee is unexpectedly ill. Their replacement can find the personnel records but does not know which changes have already been processed.

A new bank account is in the personal inbox, a question about working hours was answered by phone, and management approval is still pending.

This creates an organizational problem for payroll processing: Some of the data is available, but its processing status is unclear.

Coverage therefore means more than a name on the vacation schedule. Another qualified person must be able to identify what has been completed, what is still missing, and which steps they are authorized to take. This can be prepared and tested.

01 / SECURE KNOWLEDGE

Move knowledge from people's heads into the process

Many payroll teams work reliably as long as the same people are available. Weaknesses only become visible during a changeover: personal notes, inconsistent filing, or special cases whose background only one person knows.

Agenda also describes individual working methods and scattered information in an expert article as obstacles to vacation and sickness coverage. The manufacturer recommends, among other things, uniform filing structures, document names, and verification steps.

Companies should first identify the tasks that depend on individuals. This includes not only the work steps in the software. Equally important are follow-up questions, approvals, coordination with external parties, and the provision of results.

Could a trained replacement identify the next step without a verbal explanation?
02 / TRANSPARENCY

Maintain a current processing status

An extensive procedure description is of little help if it does not reflect the current month. A compact status overview is therefore also required.

It can record for each payroll run:

Information required by the replacement
Work area Required information
Personnel changes Which changes have been received and already processed?
Variable monthly data Which lists are available, which feedback is missing?
Open questions Who must clarify which issue by when?
Verification Which checks are completed?
Approval Which approval is available or still pending?
Completion Which results have been provided or passed on?

In this context, "completed" must have a clear meaning. A downloaded document has not yet been checked. An entered change is not automatically approved.

The overview should link to the relevant documents instead of unnecessarily storing sensitive personnel information multiple times.

03 / ACCESS

Separate responsibility and authorization

A person may be designated as a qualified replacement but still have no access to the required applications. Conversely, an existing access must not be understood as blanket authorization for all work steps.

Therefore, define separately:

  • which tasks the replacement is to take over,
  • which information and functions they need for this,
  • which checks or approvals remain with other people.

The Federal Office for Information Security describes the goal of authorization management as limiting access to required and authorized resources. This includes the assignment, control, and revocation of rights.

For practical implementation, a separate, clearly assigned access is recommended. The replacement should not depend on the sharing of personal passwords. Logging in with additional security factors must also work before the first assignment.

04 / PRACTICAL EXAMPLE

A replacement takes over in the middle of the process

A fictitious company with multiple locations creates its monthly payroll with a small internal team. A specialist is unavailable during processing. The replacement receives an overview with three open items:

New bank account

The change notification has been received; the agreed verification and approval are still pending.

Working time correction

The new list is available. It is unclear whether it completely replaces an earlier notification or only supplements it.

Employee onboarding

The onboarding has begun; one required proof is still missing.

The replacement does not process these items based on guesswork. They identify the respective status, contact the designated responsible person, and document the result. Only then is the approved next step taken.

The benefit here lies in avoiding uncertainty. Neither is the same change processed twice, nor is an unresolved issue accepted without question.

The example is freely chosen and does not describe a documented customer project of ELB Services.

05 / PROFESSIONAL CLARIFICATION

Professional limitations must be identifiable during the handover

Coverage is not a request to independently assess unfamiliar issues under time pressure. The assigned person must be qualified and authorized for the tasks they take over.

Identify cases where a professional decision is still pending. This may include unusual remuneration components or unclear information about an employment relationship. The handover should show who is responsible for clarification.

An organizational processing deadline does not change statutory or contractual obligations. If relevant information arrives late, a coordinated exception process and, if necessary, the involvement of the responsible specialist advisor are required.

This makes it clear which routine tasks can continue and which decision must be obtained first.

06 / DIGITAL COLLABORATION

Integrate Agenda specifically into the process

According to Managing Director Jan Wilhelm, Agenda is currently the standard software used by ELB Services for its own company management and client support.

For organizing coverage, it is crucial to determine which applications, data paths, and access are actually agreed upon in the respective assignment. The use of certain additional modules is therefore not assumed.

As a manufacturer offering, Agenda describes, for example, a personnel portal with functions for reporting personal data changes and retrieving payroll and salary documents. Agenda also lists authorization options and browser-based access. Whether these functions are suitable and set up for a company must be specifically checked.

A portal can make information accessible. The company must continue to establish the organizational rule of who checks incoming items and when an item is considered completed.

07 / HANDOVER TEST

Test the replacement under realistic conditions

A short test often shows more than an additional checklist. Have the designated replacement follow a limited, approved work step using the available documentation.

Suitable examples include searching for a current change list or identifying which approvals are still missing. Wherever possible, test data or a suitable test environment is used. Productive changes are carried out exclusively within the agreed scope.

During this, observe: Is the correct file clearly identifiable? Does access work? Are follow-up questions and responsibilities documented? Is it clear when the task is finished?

Every necessary verbal explanation indicates a documentation gap. This is then specifically addressed.
08 / RETURN HANDOVER

Hand over again in an organized manner upon return

The return handover is also part of the process. The returning specialist needs an overview of processed items, open decisions, and peculiarities of the payroll run.

Additional permissions required only temporarily should be reviewed and adjusted according to the agreed concept. The documentation remains available at the designated shared location.

ELB Services helps companies organize such handovers, responsibilities, and data paths. Services related to ongoing payroll processing are provided exclusively within the legally permissible and agreed framework. Specific tax and legal questions are clarified with authorized professional advisors.
